Armenian Ambassador participated in a round table in TISRI

Arsen Avagyan, Ambassador Extraordinary and Plenipotentiary of the R. of Armenia to the I. R. of Iran, on Nov. 30.2022 participated in a roundtable organized by “Tehran International Studies and Research Institute/TISRI”, the topic of the roundtable where Iranian scholars and researcher were participating as well, was approach of Armenia in regard with the developments of South Caucasus.

Excerpts from Armenian Ambassador speech in the roundtable:

  • The reasons for Azerbaijan aggressive attitude in the last two years

After the 44-day war R. of Azerbaijan has been pursuing more expansionist policy, they believe then can impose all the conditions on Armenia. Azerbaijan keeps developing its version of interpretation about the negotiations, particularly in regard with the corridor out of its territory, an issue which completely contradicts with the trilateral statements made by Armenia – Azerbaijan – Russia on Nov.9 in 2020, Jan. 11 and Nov. 26 in 2022. In the aftermath of 44-day war, the Azeri armed forces have been placed on the border with the R. of Armenia and last year in May and November, this year in September as well launched a large-scale aggression into eastern and south eastern areas in the R. of Armenia violating the territorial integrity of the R. of Armenia.

Armenia has concern over the information on the moves of the mercenaries being transferred to Azerbaijan during the 44-day war, the majority of these mercenaries keep settling in the region. The existence of these groups is a major terrorist threat and faces the region with serious challenges.

The whole international community harshly condemned the aggression of Azerbaijan towards Armenia. We hail all the countries that showed a strict stance in this regard. In this context we give importance to the position of our friend Iran, Iran has stated its stance many times and even made warnings.

  • The developments in Caucasus and the approach of Iran

We highly appreciate the substantive position of Iran based on which emphasizes the territorial integrity of the R. of Armenia. In this regard I would like remind and point out the statement and stance of Supreme leader of the I.R. of Iran in the meeting with the president of Turkey in last July, it is an important message to the world that the relations of Armenia and Iran are rooted in the history of thousands of years and our people being the native and originals of the region have been living side by side.

Iran is in favor of 3+3 format as a platform for regional cooperation based on mutual understanding and interests. As we stated we are in favor of holding the second session in Iran.

  • The vision for the developments in Caucasus

Yerevan officially has stated many times its readiness in the issues of establishing peace, implementing the delimitation with Azerbaijan, unblocking the connection routes without pre-conditions.

In this context we give importance to the implement of “North-South corridor route” and “Persian Gulf- Black Sea” international transportation routes. we appreciate the Iranian willingness in operating the projects in Armenia and participating in the road construction project in the Syunik province of Armenia.

The “Persian Gulf- Black Sea” international transportation corridor project will have its positive effect on enhancing the international connections, given the importance of this plan for Armenia and Iran, it is necessary to have coordinated efforts and fulfill actions for finalizing and inking multilateral agreements.

As the Prime Minister of the R. of Armenian has mentioned in the ministerial meeting of the Armenian government within the plan of “Armenian crossroad” particularly the rebuilding of railroad, there is need for investments. Railroad relevant to Horadiz-Meghri-Ordubad-Sadarak- Yeraskh route.

  • 30th anniversary of establishment of diplomatic relations between Armenia and Iran

On September 21, 1991 Armenia regained its independence and The I. R. of Iran was among the first countries recognizing the independence of Armenia. the document regarding the establishment of diplomatic relations between Armenia and Iran was signed on 9 Feb.,1992.

On this occasion, this year the Foreign Ministers of both countries exchanged congratulating messages. Furthermore, a series of events also were organized; An academic conference was held in the National Academy of Science of the R. of Armenia dedicated to the 30th anniversary of establishment of diplomatic relations between Armenia and Iran with the topic of: “Armenia and Iran: historical past and the present”. “Matenadaran” the research institute of old manuscripts had organized a series of events as well; an exhibition dedicated to the culture of Qajar era, publishing a trilingual illustrated book on the same theme and a book on “Farsi decrees in Matenadaran”, the collaborative working sessions for restoration of old manuscripts were included also.

In the sideline of the 30th anniversary of establishment of diplomatic relations between Armenia and Iran a bilingual dictionary of diplomatic terms has been published also. The author is Vahagn Afyan, the head of the department of the bordering countries in the Foreign Ministry of Armenia who holds a PHD degree on Folklore.

On this occasion a play on the life and works of Parajanaov named “Being Parajanaov” was staged in Parajanov Museum and Sundukyan State Academic Theatre during Oct.27- Nov. 6 in Yerevan. The play was performed by Iranian “Digar” play group and was the initiative of the Embassy of the R. of Armenia in the I. R. of Iran.

Later in the roundtable, Iranian scholars and researchers delivered speeches on the theme and then was the section for questions and answers.
